Depends on what you need it for, like for voice acting I think the best place to start is with Audacity seeing as it's free and just a simple audio recorder.

I love the fact that that clip of Dragon Ball Z Broly - Second Coming has the late Shunsuke Kikuchi's soundtrack playing. I love his soundtrack used in the original Dragon Ball and Dragon Ball Z (but not Dragon Ball Z Kai) more than any English music composer's soundtrack, including Bruce Faulconer. I used to like his music, but not anymore. I outgrew it.
