Sonic definitely got stronger but Flash Flash is also holding back alot! Probably doesn’t want to hurt him. I think this "limiter" thing can apply to any human in this anime who constantly pushes themselves to their limit, Saitama however is probably the only human in this universe who actually broke said limiter. But the ability to improve ones power, has been a consistent theme in this series

Saitama actually "removed" his limiter, so he is limitless, and he is the only one who actually did this. for others, they probably broke their limiter, kindof like Garou, he broke his limiter many times but still can't match Saitama's power

So characters like, DarkShine, Bang, Puri Prisoner, Pig God and Garo "broke" past their physical limiter to get stronger, but Saitama however "removed" his limiter altogether!. That would explain why he is somehow able to do impossible feats like kicking away a black hole and farting in space lol. The laws of physics no longer apply to him it would seem. In this universe there are also naturally born espers but I think their psychic limiter could be broken too by constantly pushing it, such is the case with Tatsumaki. Maybe that's how her psychic powers got so strong

"Breaking your limiter" would mean for example tearing out one page. So, therefore, you could theoretically grow endlessly, but you'd hit another "page" and hit a roof in your strength until you tore out another one. Saitama is the guy who closed the book and put it in a shredder. There aren't any "pages" for him to tear out if there's quite literally nothing there, that's why he can endlessly raise how much strength he wants to use.
