Hakuro lost to Kyoya because of Rimuru's rule of not hurting humans so he just tried to stop him, which resulted in his loss. It's stated in the LN in their second fight that Hakuro could have easily beaten him in town if he wasn't holding back even if he was weakened.

Hakurou, even without becoming an awakened demon lord, is on par with them in terms of skill. Only magical energy is inferior since he never needed a huge amount of it. Their evolutions have been always perfect for each, especially with Ciel’s assistance. He is a swordsman in very sense of the word. He doesnt not meed to be hurling nukes like Shuna, Shion and Benimaru and other demons. He might not have become an wakened demon lord nor have the destructive abilities of others, but he’s deadly in combat. He trained all the close range fighters. He trained RIMURU and remained to ve his teacher even when Rimuru was reaching the heights of becoming a dragon. Halurou was that strong, and tho he didnt become a Patron, he is still pne of the senior executives, one whose wisdome and words are heeded by most.

Worth mentioning Kondou wanted to instantly defeat Hakurou, the result of the 5 v 8 clash was called a “landslide victory” on the MTL, Hakurou’s sword shattered, Kondou took a step back and had a cut on his cheek. I also think Hakurou’s hands were shaking and not in a good way. Kondou then admitted that Hakurou was a superior swordsman, just lost due to massive EV difference and Ultimate Skill as you said.

There was error in the translation.. King Gazel supposed to be a Champion King, not a Hero King. Champion in Japanese was Eiyuu and Hero was Yuusha. In Tensuraverse, Millim explained to Rimuru when he wanted to make Youm as a Champion, that you shouldn't called someone 'Hero' that easily and carelessly, because it would started to set some course of fate. You're free to called everyone with some accomplishments as Champion and a Nation could have their Champions as many as they want, but a Hero was different entity chosen by their World, just like a True Demon Lord. They are symbols of hope for Humanity, just like the Demon Lord whose a symbols of fear for Humanity. Hero was the antithesis of Demon Lord, that's why their evolution was somewhat similiar. The individual with some potential and blessing from Spirit of Light (as we already see with Kenya) will then receive a 'Hero's Egg', similiar to 'Demon Lord's Seed' and he/she then could be called a Hero. And after the Hero's Egg was hatched he/she will be a 'True Hero' just like a 'True Demon Lord'.
