The reason saiki struggles with the volcano is because his first thought is teleporting all of the lava to space to avoid any dumb possibilities, but it just so happens that teleportation is his most stamina consuming ability, he seems to have nigh infinite stamina UNTIL he uses teleportation, he has a really hard time controlling his psychic powers, the reason why he wears limiters, the sheer amount of lava is too much for him to handle, destroying is MUCH easier than creating or transforming, saiki wanted to get rid of the lwba in a non-destructive way, if he wanted to, hes more than capable of destroying earth, with the limiters on he's as strong as he was at age 5 with the limiters off, and at age 5 he could destroy the moon

In short, garou used the ability on saitama as the god was destroying his body, therefore sending saitama back and allowing him to defeat past garou. And the zero punch defeat was due to the effects of saitama going back, and god most likely killed garou on an existential level where he literally 'never existed', so when saitama went back garou was already dead before saitama even hit him, causing the 'zero punch defeat'. Finally, even if garou tried to teach saitama the time travel technique, saitama most likely wouldn't understand or comprehend the complexity of the ability. Saitama has repeatedly told other characters to speak in less words after being frustrated and confused from all of the words, and always seems to understand mainly simple daily concepts for his world, but has a lot of trouble with much more complex ones, and the time manipulation falls under this umbrella. There is no 'system' in his world to grant him the ability, so he would need to understand functions and concepts of the technique, which he most likely wouldn't be able to do
