It was mentioned in the book That if any underage wizard will do magic the ministry will take actions against them if they are muggleborn or live in muggle residence But if some underage wizard will do it like take Ron for example who live with his magical parents they will not care much Similar reason in train many 7th year students / who are already over 17 can perform magic so that's why no one will care about it as long as nothing *serious will happen :) And in 5th book Draco tried to attack Harry in train but DA members helped him, so yeah you can use magic in train
