Alot of persons may not be aware that Montego Bay Airport was built on dump up land, back in 1963 they worked feverishly to expand it to what we have today so I guess that they're only able to create but so much on the infrastructure

Many airports are built on dump up land...including the Norman Manley International Airport....so what's your point?
