I think Dark Gallifrey is connected to The Laat Day and Dark Universe. Full spoilers I guess... In The Last Day it's revealed that the Dark Citizens are in fact Time Lords from the Dark Universe and my guess is that Morbius wanted to use the Dark Citizens to conquer the universe, kinda similar to what the Seventh Doctor does in The Last Day
