people do have the right to visit antarctica. a lot of people are doing science and conservation to actually help its environment. on top of this, the antarctic treaty was made to preserve antarctica and not make any permanent buildings there.

Don't allow people/vehicles to get close to land (like 500 meters tops), they can use their binoculars. Impose a heavy tourist tax and use it to fund a new international park ranger body and conservation projects. Increase the tax if flow of tourists increase even further to keep it at a fixed low-impact number.
