В те времена многие рабочие работали по 12-14 часов в день и ничего не могли сделать, потому что их подавляли. Плюс профсоюзы все были проправительственными. Сами интересы рабочих же защищали чиновники, которым в большинстве случаев их судьба была безразлична.
