I think you may have an easier time with wet cardboard. If you use a phone or gps holder on top of the dash put a phone in it then use a plastic bottle about the same size to cut in half and fit around the phone on the windshield side. That will help shade the phone and keep it cool. Use plastic cling wrap and tape to cover seams and electronics from drips. Soak cardboard for a while in water so it is floppy then let it drip and dry a little before laying it on the dash while it is still floppy enough to easily match the contours. Let it overlap and fold over when it needs to and overhang past where you want it to be a bit. Some heavy materials on top and or adding extra water can help it stay down in gaps or harder bends and folds. Cut out some of the overlapping material but not all since it may shrink when dried. Leave heavy objects on it so that as it dries it does not curl up off the dash. Air and sun dry or if weather is not hot and dry maybe use a heat gun or hot hair dryer to help speed up drying. Once dry if should hold the shape well and then you cut the excess material. Remove bumps and fill gaps until smoothed. Cut out holes for the speakers, vents, and sensors. You can then coat the cover in paint or fabric of choice. If it is very flat and simple fabric may be easy but if it has a lot of curves it will be much faster and easier to use a flat nonreflective or textured paint like suede paint.

You can use spray adhesive to get the cloth completely attached to the cardboard and avoid the defrost and heater vents blowing the cloth up in your face.

Not needed. As we use velvet for good visibility. Cut fabric will hamper looks and visibility. Air can pass through fabric

Velvet cloth fails to stay at place during ride. Cardboard sheet has some weight and stability to avoid sliding and Wrinkles. Gives you consistent plain finishing.

Matt paint to such a critical place is not an easy job. Most of us want to get internal cleaning every month(paint must endure against all cleaning agents used) You can make contours on fine levels to enhance it's looks. Depends on you. Thanks for watching. Please try this before matt paint.
