The issue is not with the character itself being bad. But him wanting an unrealistic world starts with supposed "disputed zones" being cleared of army and military equipment which includes Kashmir region meaning in the world of Superman, Kashmir is anyway a disputed regardless of whether Superman is a bad guy or a good guy. That is the outrage about, and justifiably so! This small thing will turn bigger and bigger, if left unattended. Plus the subtle implications sit inside the sub-conscious mind beyond reasoning, hence needed to be called out!

Why do you think the outrage began initially. They are basically misinformed that they based their opinion on this misinformation. The director has never publicly said anything about India and might have tried to explore a plot point to show the Superman's character development.
