Honestly, emperor was easy boss for me, because I fought against him with 4 heroes and only once I died when I played with ling. Even then, I ended up winning easily after watching ad to resurrect. I Believe Bulwark is much more worthy of being called the most difficult boss, because you just can't go close to that son of a gun. He has shadow fortress which blows you up when you attack and even has block breaker.

What makes this story mode boring. The final conversation is a repeated between the Beast and Emperor. It should be Emperor and the hero. I believe SF4 could have done better with this story. Bro dont underestimate bulwark... if u have 4th talent unlocked that puts fractures on opponents even while they block then bulwark is just cheat code hero in story with double fractures perk and shadow fortress always axmctive perk... u re undeadable unbreakable and increasing damage sooo fast in battle and u will even one shoot any boss after 20 fractures if u have acquired physhucal damage increase or any other alternative from perks
