If you are going to drill new holes, use some carriage bolt. You will need to open the trunk to remove the nuts. Carriage bolt offers mostly no grip from outside. For added precautions, put a PTFE washer and a stainless steel one between the nut and the metal interior. Then, Threadlock the nut to the bolt. If you use red threadlock, you will need a torch to break the bound. So it's better to use the blue one! At that point, they would probably choose a simpler target.

Well, it's easier said than done. Not everyone has the luxury to move to a different city. And saying this is similar to saying don't go anywhere unsafe even if you need to get groceries from there, or don't own anything nice because someone will steal it from you, don't live in a nice place, etc...

@@FrakkingCreations I used to live in a small town in Pennsylvania and we didn't even lock our doors at night. So, yes moving to another place can prevent license plate theft
