I really am shocked that the police are still dragging there heels with dropping the charges. You have done nothing different to everyone else out there doing an amazing job blocking the cameras. Just a thoery, but people must block all the cameras because if Khant is paying certain diversity drivers to add to the fines he can still get enough to keep it alive. We've seen them hire fake security to accompany the vans, so it would also make sense to hire persons to pay the fines. If you are confused why I think they would get paid to pay the fine, it would be just to keep the impression that ULEZ is running a profit long enough to justify it.
