Does heat treating steel that was already heat treated cancel it or reenforce it?

All he did was soften it, because he doesn't understand how to heat treat. He heated it up FAR to hot (produces grain growth, makes steel brittle), and then allowed it to air cool below glowing temps before quenching it (this caused the majority of the steel to aneal.) This isn't going to hold an edge well. There was no reason to re-heat treat, there was no reason to suspect it needed it either. As for answering your question; quenching again doesnt improve hardness or strength, in some cases in can be detrimental, at best it is pointless (assuming the previous heat treat was fine)
