Tell everyone to read his apology. Once you do look at this comment again. The kid said "yeah yeah, womp womp" after he said "Holding up pride flags" which shows he doesn't care and shows his hate towards gay people. If he didn't say it like that, he would've gotten away with just a warning but the way he worded it just made the situation worse.
