The reason he can’t see them moving is either because he doesn’t know how to ‘see’ with his ki or his ki is too weak to see their movements, so it does mean something but not absolute. Besides that we’ve seen 3 other feats besides his ability to erase 1 - Surviving in a vacuum or outer space, which differentiates him from a normal mortal, seen when he erases future trunks timeline 2 - Teleportation across the universe?. Zeno can't be hurt or erased, therefore cannot be killed. He can be weak, but only as weak as he wants to you view him. My theory is that he is a dimensional being beyond the third dimension.

That's what I already said when DBS still aired in Japanese. It just can't be proven if we never get to know Toriyama's finalized intentions for Zeno. If someone else (not anyone) finalizes something about their power level, we can go from there. Though, going very strictly, at least a "regular" human's senses shouldn't come anywhere close to Zeno's.
