Actually the true Kishima can speak but he did die it's even revealed in his arcade mode run that this one was created by Zepia but because he has such a strong will/spirit he was able to stay in control of himself he didn't even know he was a tatari until Zepia told him

I wasn't paying too close attention since I suck badly with Aoko and just went through the motions at difficulty level one, but that seems to be the case. If he was created from Tatari, he would be bloodthirsty and would certainly not express gratitude towards someone for words of encouragement.
