@@JoeSmith-yy4lpI think it’s because you get gold no matter if you win or lose so everyone is scaling evenly, it seems like it’s less a “league but faster” and rather a “league but late game builds by 20-25 min”

Briar passive increases all incoming heals and that healing increase scales with hp. The heal when reactivating her W also scales with hp. And the E heal also scales with hp. How about E max full tank Briar with Heartsteel, Unending Despair, Spirit Visage and Warmogs? Since you don't have much damage for objectives, I personally play this on toplane, but feel free to play this whereever.
