I think this is on 06 batteries ie 72VDC. Check these battery volt on both end of "ON SW" located in front panel. These voltage come through a resistor in series and when pressing ON Button this voltage will drop and and app 12V will apply on IC3845 located in PSDR board. Now first of all Check voltage in ON SW it will be app 72VDC. Check UC3845 pin_7 on pressing ON button and there will be app 12V. If UC3845 pin_7 have 12 V and still not operating then change IC 3845. Check these conditions I hope you will find solution

Then check 48VDC instead of 72VDC and remaining is the same procedure describe before.

First check how much temporature is showing in display then Check thermostat and wiring where it is connected.
