The connection I see to horizon too is in her Story from the Outlands, Alter says she is the one at the end, while holding a pic of horizon and newt. Then there is the Horizon voice line Destroyer2009 played on Tuesday in the Shooting range with ImperialHal where horizon says she'll be there at the end...

Could be really cool if alter and our horizon are actually the only scientists who escaped ash trapping them at the black hole: horizon through learning to manipulate the black hole, and alter through her arc shard and dimension hopping

What if Alter is an alternate version of Newt? It would give her a motive to helping Horizon out whilst also allowing her to still maybe be bitter that the horizon in her reality never came back for her or something like that... its a bit of a reach but I think it could be cool!
