When the user was clicking fast and got an error for a while to limit them or slow them down. Is it also possible to AUTOMATICALLY blacklist their IP permanently or temporarily with duration?

Yes, you can use the AccessControl policy to block an IP address. The list of IP addresses to block can be supplied as a variable. Please see community.apigee.com/index.html as a resource for Apigee Edge questions.
