Screenshot everything, send it to HR, and inform them that these demands and threats could be considered possible violations of DoL practices. Especially since that superior is clearly trying to supercede the authority of the General Affairs department... doubly so since she was trying to dock an entire half day's pay for being just 1 minute late... and TRIPLY so for stealing and holding hostage an employee's personal property. That last one is theft & blackmail, and blackmail is a felony offense.
