If you’re asking just from a token number standpoint - there’s no difference. Except that the TSP also stores the token location of each token. The token location for each (ecom and device token) will be different

Is there a way to block offline transactions on a card. i. e where an issuer receives only a presentment without an auth. Mostly tried by fraudsters.. Also please do a video on Online PIN and Offline PIN of a card. online PIN verification and offline PIN verification

Yes - you can configure the EMV application parameters in such a way to always go online. Maybe check my EMV series.
