In Apple Pay you can’t store loyalty car or boarding pass, the ID is limited to some states as well to transit card in the USA

I thought the difference is how information stored. Google keeps them on their servers while Apple keeps them on your device. Which in my opinion, makes Apple Pay safer. Is it true? Or did Google change?
