I studied in a school where English was first language. During the eligibility, I read if I studied from a school having it's first language English, I don't need to give any Language Proficiency Exam. Can I skip that part ?

It really depends on where that school is from. I would check the English language exemption criteria and see if you meet the requirements. They will be pretty specific

Yes you need high school diploma or in the process of getting a diploma to apply

as an international student whowants to apply but dont have any great achievements and hasnt graduated yet (only submits grades from 11thgrade and 12thgrade first term), do i need to write a personal statement? or is that needed later after graduating?

Hello, yes you can submit up to the transcripts that you have available. Also, I don't think you need to write a personal statement? I think that is needed for medicine students and mature students according the the application procedure that I've read
