If blood at the meatus is an absolute CI for insertion of Foley catheter then howcome retrograde urethrogram is the adviced procedure when it involves insertion of a Foley catheter ?

With RUG the foley catheter goes in only about 2‐3 cm initially. While a "real" foley goes all the to the bladder. if the RUG scan is negative for damage they will go ahead and insert it all the way and might even do a cystoscopy to evaluate the bladder from that point on.
