Is this the right way to start up. Turn carriage on them power machine then make sure lever is up and engage belts.turn on monitor. Won't this lever stop the machine to run?

Please teach things for tljuki 2200 APQS w/grace frame and computerized.I have had mine 6 years and cannot get any help.
