Water activated just means there’s a glue in the mix that is activated; the glue bind the stones together. Compared to patches without glue, the mix gets “hard” through aggressive tamping: 2 inch layer becomes 1” when the stone edges interlock, similarly to packed snow or packed powder. With Aquaphalt, the manufacturer doesn’t recommend as much tamping due to the glue as most people only tamp to level 1/2” rise over the surface, and charge $65 a bucket and tamping very hard would be bad for business as that’s the same effort S the $20 mix without glue. Another poster was advised to do additional things like have a 1-2” vertical edges so the patch mix can push against it, and using a tack bond that helps the bind the patch mix with the existing asphalt surfaces. For what you have, I think water has seeped into the ground under the alligator areas, and as long as the ground is soft, and can’t dry out, you will continue to the area settle, and any patch will develop cracks. What the pros do is to clean out the cracks, and use a torch to dry out the soil at the crack bottom, and then add filler, and sealant. There are several ways to add filler and sealant, but drying the bottom soil is key, then use a tack bond and sealant to have the pieces rejoin into 1 solid piece.

I contacted Aquaphalt about my driveway which had a small washout hole and also sunken ruts. The key thing they suggested was that if you couldnt cut-in with a saw or cutoff to create 90deg angle pockets to lock it in, and you want to apply what they call a "pancake", apply tack first. SCJ and Tack-it are two spray can products that can bought that I've found. I did not do our ruts yet. I'm about to create a very small ramp on my folks' driveway to transition up into the garage concrete floor to remove a safety hazard of their 2" step. I will tape off surrounding areas, spray the tack down and let it dry, then tamp on the 6.0 and come back with a thin 4.0 if it compacts too much. What i found with the 6.0 in my own driveway is that over a week or two it does compact and sink below what i initially packed it down to, so i will be sure to leave the area raised slightly, like they suggest.

Yes. Tack bond helps to “weld” new asphalt to old asphalt sections. The “pancake” is called lifts, where 2” layers are tamped to 1”, then tack is added, and a new layer, 2” tamped to 1”. But with a patch like Aquaphalt which has a high price and water activated glue, they don’t say to tamp as much and only softly mention applying lifts as it’s just too much work for average DIY who wants to be done in 30 minutes.

@tonymanero5544 they didn't suggest to add tack between layers of Aquaphalt but it wouldn't hurt I don't think...but likely not necessary if additional layers are added within a few weeks after.
