great system, for the center racks, look into a sump pump, you can get them fairly cheap but you could drain to a tub then sump pump out of the tub into a line that runs up and over the walk ways, and look into them "no drill aquarium over flow" system for an emergency back up so if you leave the fresh water on it wont flood the floor, both of them additions would cut down on work and time spent doing water changes and would also make it alot less hektic and stressful having the overflow knowing your much less likely to flood you can actually take your eyes off it for a min while filling them back up

Does really worth it to have a heater in every single tank? Have you thought about installing some thermal isolation on your shop. I know it's a rental place, but you can just simply get some rubber curtains to the entry, and a air heater above the entry. Only that will stop the cold air to get in, and then you can install another heater to keep your shop warm. You will save a lot in aquarium heaters and in your electricity bill.
