With many fight for endgame player involve ultras, and they usually didnt have tag, I guess it is useless for me. I mean bonus damage like that for 10s cooldown on max haste wouldnt be noticable if player could deal like 15k/s DPS solo...

This is a good scroll but damn does it feel lame, specially because ultra bosses have no type anyways. This is probably good for early players so they can challange stronger foes than them but i don't see myself making a scroll to kill a boss faster once or smth like that. If it had more interesting effects i'd keep them just in case but it's essentially a potion sometimes and a scroll other times and that's it.
