I have never seen a regulation change happen in Mexico, what an unlucky dude. But anyway, I suggest doing ultimate upgrade after the last race, for obvious reason. Given your (rare) situation, adapt all ultimate upgrade first, and do 10 laps at every practice for maximal resource point.

You can can cancel the upgrades to get back your recourse points so that you can save more upgrades
