It's the first "Exalted Skin" that'll be introduced and it'll have a gambling/gacha-like system to get it on PC. Max price will be smth like $250 since it's aimed towards people who want more "luxury goods." Expect smth similar for WR or maybe even for the Jinx skin to be PC-only.

i think the 2 secret skins for the pass of arcane will be for a legendary skin of VI (because in pc she will get a legendary and in this preview we can see only a chroma because the vfx are the same of arcane S1 skin) and another skin (maybe for jinx or jayce legendary)
