In other thunrder domain builds I see Elemental Affinity instead School of War. Whitch is better?

I'd still choose School of War, one of the best passive. Elem Affinity can just boost your Core skill dmg, and if you look at your DPS statistics, it is not the core skill that is dealing the highest dmg, its the Passives (Wrathful and Cleansing Thunder) so better School of War.
