To get started with Arduino, you should know the basics of electronics. Thats the first thing. You should know how simple components such as resistors, leds, diodes, transistors, capacitors work. Then you can buy a breadboard and try out some basic stuff. Then you can go with Arduino. Best board for beginners to get started with is Arduino Uno.

you could do it with delay but I wouldn't say its reliable. If higher clock times are needed, it would be better to use a clock module.
