For questions 3, I think "D. Minimum parking space sizing" works better than "F.Cisterns" since the former reduces the amount of pavement, leaving the site more permeable. As far as I know, cistern is a tank to store water for non potable use and it does not really solve the issue of non-porous surface.

Disagree, the parking lot is already large. Using minimum parking sizes won’t make much of a difference. A cistern would divert the water running off the roof away from the surface parking lot. A plus it can be used to water the landscaping & maybe flush toilets.

For #1: I thought we were taught to calculate 400sf per parking space on average? At that rate, the parking would not fit on the site

100% You don't have cisterns unless you intend to use that water on site, and typically a big box store has no such plans
