We call them designers, checkers, squad leaders, design coordinators, or design specialist. A piping engineer is either a materials specialist or a stress analyst specialist sometimes in an operating company a reliability engineer, usually BSME or a PE. You get more real life experience working at an operating plant, the engineering companies are a bit sterile and limiting. Welders and fitters will teach you a lot! A whole lot.

As A piping designer I had to develop a plot plan or equipment layout making sure that there is ample room for equipment replacement inclusive of crane access, partition the plot for electrical and Instrumentation making sure all equipment is accessible and replaceable, what you are calling a piping designer is called a CAD operator in the US

Piping engineer makes sure that the materials for the pipes can stand the process conditions and calculates thermodynamics and fluiddynamics in the pipeline.
