I’m far from an expert but it’s my understanding that sulfur does not break down if the soil temps go below 50F

Not sure about that - it probably takes longer to break down in colder climates. But my winter is short and still has plenty of weather above 50. You may be right!

Aren't pine needles a bit acidic? what leaf to needle ratio do you use?

They are, but they neutralize as they break down. It's probably about 50-50.

Transplanting in the fall is a good idea. Fall is the best time to plant June-bearing strawberries in particular, so it's a good time to transplant too.
