To be "vaguely correct" means that you are _just about_ correct, or correct solely on a technicality. It's not them not understanding, it's a translation issue.

16:14 This one is a reference to the culture of Nagori Oshii, which is one of those obtuse Japanese culture things that dictates that you should express a reluctance to say goodbye in order to express your appreciation for the other party's presence. Practically speaking, it means if someone is leaving on a train or car, you should wave until the vehicle is no longer visible. Since in the minigame they're walking away from each other, I assume what you're supposed to do is turn around and wave goodbye exactly 3 times as you move further away each time (for some reason it has to be EXACTLY 3 times). If you want a good example of this in anime, Non Non Biyori has a scene where this happens, and it's completely nonsensical in Western culture, but would look completely normal to a Japanese viewer. Look up "Renge Onee-chan + Infinity bye-bye" for the scene.

In the US we have what's called a Midwest Goodbye which is essentially saying goodbye several times and then continuing to engage in conversation. I think it's cute that different cultures have different versions of the same idea, "I like your presence enough I don't want to leave."

The problem is that these are all Japanese public courtesy tropes that surprisingly don't exist or fit in to many other cultures or traditional public courtesy tropes of other countries outside of Japan - They have a particular way of doing almost everything in Japan and this game expresses those things but to a foreigner its completely vague.
