I'm on the case. It's super familiar in all the twirling scenes in movies or cartoons. I think it's a waltz. Will check back after I do some (hopefully) quick research

Well. It hasn't been quick at all. Turns out this is a tricky one. I'm still looking, but boy is it hard to figure this waltz out. If @赤红Rose could shed some light on what song they used, that would be fantastic. As it stands I know (and have learned) a few things from my research: 1. This song is edited, most likely to avoid KZbin's persnickety copyright algorithm. The reason this seems likely is because you cannot use Shazam or What's this song as the results will either be nonexistent or completely insane (like R&B electronic insane). 2. This is only a small piece of the song. Most waltzes annoyingly (well for this specific purpose) have a prelude and then get into the main meat of the song. This is further broken up into other parts that may repeat. This song part is only about a minute long and repeats here about 3 times. This means that searching for this waltz manually involves listening to every waltz in its entirety in case this specific part is wedged in the middle somewhere. 3. While I don't believe them to be the song, this song is super similar to several close contenders: Verdi's La Traviata: Drinking Song (which would totally fit for Ling), Pyotr Ilyich Tchaikovsky's Waltz of the Flowers, Johann Strauss's Blue Danube Waltz, and The Skater Waltz by Andre Rieu.

Alright I think I found it. I'm 98% sure at least that it is Tales from Vienna Woods by Johann Strauss. You'd recognize it like most of us who grew up with Warner Bros cartoons might: it was used in a Bugs Bunny cartoon, A Corny Concerto. kzbin.info/www/bejne/aHmvfGRnZb6aoa8 Now I do not know where Rose got a version that didn't have strings as the main part, but that's another search for another day.
