She's not. I'm so tired of people taking her character as this "good parent" when she actually grooms children to become fanatic and obsessive soldiers for the Fatui, whose lives are at stake each day. The fact she takes "care" of them is just the bare minimum they could receive in a world like that, and she does it out of pure trauma and wanting to break free from the past abuses of Crucabena. Arlecchino's not any better than any other Harbinger tbh, she's just as corrupt and vile. And that's why her writing is so great and complex, but no, she's not a "good" or "kind" person.
