In summary, they're not equal. Firepower gives an extra factor of 1.5 VS Armor's 1.

Increased armour doesn’t reduce damage taken, does it? It just increases overall health. Increased damage does more with every shot - it’s always going to win unless it’s negligible.

You can stack different crate boosts, but you cannot stack the same boost... In other words, it is pointless for a unit to get two firepower crates, for example
