Until South Sudan government knows the jurisdiction of military vs law enforcement, those irresponsible shootings will continue to occur. First of all, no military personal "not on duty" should be allowed to roam the city in a uniform or carry weapon. Secondly, the police are the only forces who should be seen visible wearing uniform with their weapons because they are the legal groups in charge of safety and security of our citizens.

Is General Akol Koor Kuc allowed to move around Juba freely? No, he was put under house arrest guarded by troops armed with guns. That is detention for a senior general and is called house arrest.
