You can build a complete encampment on a sidewalk, even put a bbq and cook with no problem; they will even come pick up your trash. However, ride your bike on the sidewalk maybe to avoid being run over by a giant pick up truck: Bam! Arrested

To be fair, Santa Monica is one of the most bike-friendly cities in the world. There are bike lanes everywhere. You don't need to be on the sidewalk..
