The prison arc of S7 really shows how strong and skilled Oliver is when he's not pulling his punches. It took him less than a minute to beat Sampson, even though he was wounded, took on an army of guards with shields (with Talia's help), beat 3 guards with one hit each, and took on 30 prisoners with just a bag of canned sodas, and he did all of this without his bow and a single arrow. This guy could probably go toe-to-toe with Batman.

Well I mean this version of him is technically supposed to replace him originally. But we later find out that batman has been around far longer than him but disappeared. And I know stephen amell said that his arrow would beat batman but his arrow still basically lost against ras’ al ghoul if it wasn’t for him hesitating to kill Oliver. And in almost every iteration of batman, he is always leagues above Ras in skill so I would say it would be pretty close. And Batman would be a better tactician as well.
