How would I answer question 3 ? Like what policies would I use?

GIST and WISE - encourge girls into science and maths. National Currculum and 1988 curriculum introduced coursework which benefits girls. External policies could be related to work e.g. Equal Pay Act, women entered workforce meaning girs aspirations changed. :-)

Yes, functions implies any theory - so functionalist: specialist skills and role allocation; marxist reproducing class inequality and also feminist patriarchy. BUT you must link to student achievement too....
