The Taipei Urban District Railway Underground Project, contracted by RSEA, began construction in 1983 and was divided into four phases.
The first phase, the Taipei Station Railway Underground Project, involved moving Taipei Station underground and relocating the 4.42-kilometer railway section from Huashan Station to Wanhua Station underground. The project also included constructing the Banqiao Coach Yard as the dispatch base for eastern trunk line trains and building the Nangang Freight Station to replace Huashan Station. The vacated land from Huashan Station and the Taihoku Winery was repurposed into the Huashan 1914 Creative Park.
The second phase, the Songshan East Extension Project, began in 1989. It extended the Huashan Tunnel 5.33 kilometers east to Songshan Station, utilized the vacated land to reconstruct surface roads in coordination with Zhengzhou Road, and constructed Taipei City's first and currently only east-west expressway, Civic Boulevard, in an elevated manner.
