He looks so because of the similar style specs and beard cut! Lots of people will look similar with that combination. Nowadays people look alike a lot because of this beards. (depending on face shapes they can be grouped). People also felt that Yash & Ramcharan look similar, but on close observance they are not! Even this Rehman doesn't look like Rishab if you look close! In olden days people with beard were rear! Shaved face (with variety of mustache) gives specific looks to men (Just like women with variety hairstyle). Once this beard trend goes away these things will be restored. Similarly ladies with Burkha all look similar (depending on body size they can be grouped). The intention here is to give security to women. I am not sure what men with beard seek (certainly not security, but I guess they want to cover some weak points on their face!)
