@@nevergonnagiveyouup5154 in HOI4 the USSR is just the Stereotypical attack on the enemy hope for the best in my games, the USSR has like 30 million Military Casualties and that doesn't even include the Civilian casualties and if that is converted to civilian casualties as same as the USSR casualties (Civilian casualties are 8 times bigger) then coincidentally 240 million people in the USSR would have died (almost all of the USSR population) it's quite easy to say anyone remains in alive in the USSR is not gonna be enough to resist it

Basically, there are limits to what you can do. Puppeting is better because it doesn't waste manpower. HoI4 utilizes a core system. So you have core territory and non-core. The bigger the country, the more manpower and equipment you have to use to maintain order. It's cheaper to just let the population have their government, and then just ask for their forces and guns to use in war
