For a 6-hour exam with 225 questions, it required very strong skills, considering math comprised ~33% of the exam. But at least she became stronger, better, and less useless in shippuden. Hinata on the other hand actually tries to be useful to everyone even in the early character development, especially when she's on a mission with Naruto. She also grew a lot in shippuden. Especially when Naruto was losing to Pain. Yes, she almost died because of it, but at least she did something. Hinata also didn't like being a burden to the team. Sakura started off as a near comatose fighter and liability to anyone on her team and her endgame is punching things really hard and being a decent healer. Aqua is a 3 year old child in an adult body, but her skills/abilities usually (almost) make up for it. But also, Aqua and Sakura being completely and utterly useless are memes in and of themselves, so there is that.
